Dependency graph on anchor-upgrade MRs
An ANCHOR_UPGRADE (e.g. a Spring Boot BOM bump that clears dozens of governed transitives) previously showed no dependency graph, because only transitive strategies carried dependency paths. It now inherits the paths of the ladder plans it supersedes and renders the same interactive SVG.

No new plumbing
The paths were already computed once for the superseded OVERRIDE/EXCLUDE_ADD plans; the anchor plan simply reuses them. The renderer, upload, and text fallback are unchanged, and MRs with nothing path-bearing to draw behave exactly as before.

- ANCHOR_UPGRADE plans now inherit the DependencyPaths of the ladder OVERRIDE/EXCLUDE_ADD plans they supersede, so anchor-upgrade merge requests render the dependency-graph SVG (ADR-017) instead of showing no graph. Guarded by an anchorplan unit test.
